Pembina is a city in the Red River Valley of North Dakota. It borders Emerson, Manitoba in Canada.Understand
Until 1823 the governments of both Canada and the United States assumed that Pembina was in Canadian territory; the survey of the 49th parallel that year revealed it to be in the United States. It is a major port of entry for traffic coming from Winnipeg into the United States.
