The park was established in 1992 by the Government at the border of Hsinchu, Miaoli and Taichung Counties.Landscape

There are four recreation areas within the park.
Hsinchu County
- Guanwu Recreation Area (觀霧遊憩區). This place is the only approach to climbing Dabajian Mountain (大霸尖山), one of Taiwan's Top 100 Mountains.
Miaoli County
Wenshui Visitor Center100 Shueiweiping, Fuxing Village, Dahu Township, Miaoli County, is located in Dahu Township, Miaoli County, near the Taian Township. It is the headquarters of this national park. The Visitor Center is equipped with a display hall, audio-visual room and gift shop. There is the best place to understand anything of the park within a short time. The Visitor Center is open Tu-Su 09:00 to 16:30.
- Xuejian Recreation Area (雪見遊憩區), is set up on the northwest side of national Park. It is placed near the Taian Township of Miaoli County. Being the newest developed location in the park, its traffic conditions are often not good.
Taichung City
- Wuling Recreation Area (Wuling Farm). The approach to climbing Xueshan (Snow Mountain, Syue Mountain, Xue Mountain, Hsuehshan, 雪山). At 3,886 meters, Xueshan is one of Taiwan's Top 100 Mountains and Taiwan's second highest mountain.
